JOB PURPOSE

To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of a standard operating picture of the WFP program portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organization.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.

 

Experience: At least 8 years of experience with three years of professional postgraduate/managerial experience in communication and advocacy, preferably in the development field. Strong skills in drafting communication products including briefs, press releases, and related instruments are considered an asset.

 

Knowledge & Skills:

JOB PURPOSE

Program Assistant Communications will assist the Provincial Office Balochistan through additional support rendered to the OIM & Performance Reports Officer in liaison with the partners, corroborate information, and compile reports, and photographs of the events and activities as per the WFP’s standards. Curation of material (text and data) to be shared with CO for official social media posts and drafting and/or editing of communications materials to highlight the outcomes of various programs and activities. This position is critical in view of the expansion of interventions in Balochistan under the new CSP 2023-27. Gathering and reporting timely information to all relevant internal and external stakeholders while closely working with OIM & Performance Reports Officer, this position will assist in establishing a standard operating picture of the WFP provincial office in Balochistan.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide coordination, administrative and specialized services, to support staff in the development, preparation, and execution of communications campaigns for target audiences.

2. Monitor and coordinate materials, schedules, facilities, and clearances, and provide support for special events, and video/film, photographic, and radio projects.

3. Conduct clearly defined research and prepare reports and provide data that enables informed decision-making.

4. Monitor traditional and social media and report relevant information to senior staff to inform the development and/or evaluation of communications activities and strategies.

5. Under clear guidance, prepare content for traditional and social media platforms and networks, and printed materials, to enhance coverage and support of WFP’s activities, ensuring consistency with corporate messages and standards.

6. Distribute communications guidelines for WFP staff to refer to when creating content.

Organizational Context and Scope:-

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Chief Migration Health Officer (CMHO), the successful candidate will be responsible for carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Islamabad

Responsibilities and Accountabilities:-

1. Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC), in close coordination with the Chief Migration Health Officer (CMHO).

2. Conduct the MHAC’s migration health assessment process to fulfill the technical requirements of the resettlement countries in the areas of:
a. Medical examinations;
b. Imaging;
c. Laboratory testing;
d. Vaccinations;
e. TB management;
f. Treatment and referrals;
g. Pre-departure procedures and medical movements;
h. Documentation, certification, and information transmission; and,
i. Other technical areas as may be required

3. Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.

4. Perform treatment for TB and sexually transmitted infections and provide support to HIV and counseling activities. Oversee and coordinate the management of TB cases to ensure effective TB treatment.

5. Oversee and coordinate the accurate and effective provision of immunization and presumptive treatment programs in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising, and educating all staff in the delivery of these programs.

6. Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits, and use of self-assessment tools. Use data analysis and web reporting systems to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement MHAC-specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.

7. Organize systematic collection, processing, and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities.

8. Ensure that all data related to health assessment programs are appropriately entered into Migrant Management Operational System Application (MiMOSA) and other related databases.

9. Oversee the financial aspects of the MHAC in close coordination with the mission’s finance staff: supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial reports.

10. Provide oversight and coordinate the procurement of medical equipment, vaccines, medications, and other medical supplies in coordination with the CMHO and the Resource Management Unit.

11. Perform such other duties as may be assigned by the Supervisor.

Required Qualifications and Experience:-

  • University Degree in Medicine from an accredited academic institution with four years of relevant experience;
  • Minimum of four (4) years, post-graduation, (post internship in countries with mandatory internship programs) continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last five years; and,
  • A valid license to practice within the country is mandatory.
